Pulse Pre-Arbitration

When pre-arbitration is pursued in Execute Pre-Arbitration Assignment this flow is executed.  An Execute Pre-Arbitration assignment is generated and prompts a user to complete the action in an external system.  Once complete, a "Pre-Arbitration Submitted" recovery action is recorded in the Recovery Action History and the Pre-Arbitration Response flow is executed.  An issuer has up to 30 days from the date of the representment to file a pre-arbitration dispute.  If the user decides to cancel recovery, instead of executing pre-arbitration, the flow will exit to Review Representment and the Review Representment assignment will be displayed again.
