Issuer Action Deadline

Description

The date that the issuer must complete the current recovery cycle.  For example, on a card claim, this date initially represents the date that chargeback rights expire.  Once a chargeback has been executed, this date represents the date that a pre-arbitration case must be opened by, if pursued.
