25.1 Visa Mandates

Overview

The QFD Patch release is compatible with mandate changes for 25.1. Mandate changes will take effect on or after April 12, 2025.

Impact Summary

As a result of our analysis of Visa’s documentation, the following changes have been implemented in the mandates release of QFD.

Cryptocurrency - Fraud Questionnaire

As part of 24.2 Visa Mandates a new question was added to the Visa Fraud questionnaire to determine if a cardholder participated in a crypto currency/NFT purchase. The question will be removed and replaced with new verbiage.

Effective immediately, the following questions will be removed from the Fraud Intake Questionnaire:

  • Is this dispute in regard to the acquisition of non-fiat currency (ex: cryptocurrency) or purchase of a non-fungible token (NFT)?

  • Did you participate in the Transaction but subsequently were deceived into sending the non-fiat currency or NFT to a fraudulent recipient?

Effective immediately, the following question will be added to the Fraud Intake Questionnaire:

  • “Did you participate in the transaction, but were deceived into sending funds or merchandise to a fraudulent recipient?” {Yes/No}

13.4 Counterfeit Merchandise Questionnaire Updates

On or after April 12, 2025, when a Counterfeit Merchandise claim is initiated, documentation is required to pursue recovery.
To continue recovery, the user will need to provide a copy of the notification that the cardholder received to support the merchandise is counterfeit at the dispute stage along with the date the cardholder received the merchandise (or received notification that the merchandise was counterfeit), and a description of the counterfeit merchandise and the disposition of the merchandise.

Prior to the change:

  • Users were not prompted to attach documentation during intake for Counterfeit Merchandise.

Effective 25.1:

  • Users are prompted to upload documentation during intake.

10.4 Other Fraud - CVV2 Value

Effective immediately, when a transaction has a Card Verification Value 2 (CVV2) of N, chargeback rights are not available for chargeback reason code 10.4

12.6 Duplicate Processing/Paid by Other Means

On or after April 12, 2025, when processing a 12.6 Duplicate/Paid by Other Means chargeback the question “Is the other transaction paid by other means?” is required.

13.1 Merchandise Not Received - Chargeback Delay

Effective immediately, when pursuing Visa recovery 13.1 the 15-calendar chargeback delay is not required when the merchant is bankrupt/insolvent.

13.4 Counterfeit Merchandise

  • The following questions are no longer passed as part of the chargeback:

    • Please describe how the merchandise is counterfeit.

    • Please provide information about the entity that indicated the merchandise to be counterfeit.

13.9 Non-Receipt of Cash at an ATM Updates

On or after April 12, 2025, an update is required to the available values for Response Reason when receiving a dispute response for 13.9 Non-Receipt of Cash.

Prior to the change:

  • When a Dispute Response was received on an ATM Dispute the Dispute Response Tag was “Copy of ATM Cash Disbursement or Load Transaction”

Effective 25.1:

  • When receiving a Dispute Response from an ATM Dispute, the QFD will map the value “Copy of ATM Cash Disbursement” on the Dispute Response Tag.

Visa Chargeback Document Dependency

Resolved an issue where when users updated the recovery reason from a recovery option that required attached documentation to a new recovery option, QFD would prompt the user to attach the documentation required from the previous selected recovery option.

Effective immediately, when a new recovery reason is selected from the Review Recovery Reason assignment, the documentation dependency is refreshed to reference documentation requirements only for the newly selected recovery reason.

Currency Code Changes for Curaçao & Sint Maarten

Effective immediately, the domestic currency for Curaçao and Sint Maarten will be updated from ANG/532 (Netherlands Antilles Guilder) to XCG/532 (Caribbean Guilder).
