When a good faith request from the acquirer is declined, the acquirer may resort to an arbitration filing with American Express.  When this happens, a user will record the action in the Pending Inbound Good Faith Response assignment that is displayed while a response is awaited to a declined inbound good faith request.  When "Inbound Arbitration" is recorded, this flow is executed.
