Either of the following:

The Issuer raised a Retrieval Request Notification (1642) message and the Acquirer did not provide Fulfillment Notification within thirty (30) days from the Network Processing Date of the Retrieval Request notification, or
The Issuer raised a Retrieval Request message and the Acquirer provided Fulfillment Notification indicating not fulfilling.

Issuer may charge back a Transaction using this ISO Code under one (1) of the following circumstances:

The Acquirer has failed to provide the Issuer with a Fulfillment Notification within required timeframe, or
The Acquirer notified the Issuer in the Fulfillment Notification that the required Documentation will not be forthcoming.

The following conditions exist for Chargebacks processed under this ISO Code:

Cardmember must dispute the Charge, and
Issuer must wait the required timeframe for the Fulfillment Notification before filing the Chargeback unless the Acquirer has sent a Fulfillment Notification stating Not Fulfilling in which case the Chargeback may be filed upon receipt of this notification.
