When an inbound pre-arbitration is received in the Visa allocation flow, the issuer must respond within 30 days. If RTSI is enabled, the When the response is "Accept" or "Accept Partial" accounting is executed. When the decision is "Decline", the dispute moves to the Pending Inbound Arbitration flow.
