An issuer may withdraw its Arbitration attempt within 7 calendar days from the Visa acknowledgement date and will be assigned financial liability.  If a case is withdrawn, Visa will debit or credit through Visa Resolve Online (VROL) the Member accepting responsibility, if necessary, based on the final determination of responsibility for the dispute amount.  To withdraw a case filing, select the Withdraw Case Filing flow action from the Other Actions menu of a pending arbitration assignment.

When the Withdraw flow action is processed, this flow is called to execute the withdrawal action.   The system will first check to see if RTSI is enabled.  If not, it will generate the Execute Arbitration assignment, which prompts a user to execute arbitration in an external system, such as VROL.  If RTSI is enabled, the Case Filing flow is called to handle the execution via the service.  Once arbitration has been executed, a the action is recorded in the Recovery Action History and the Arbitration Response flow is executed to await a response from Visa.
