A recurring transaction allows for continuous billing without a specified end date.  Common examples of this include monthly subscriptions like Google Play, iTunes or gym memberships.

Conditions

This recovery option includes conditions for the cardholder or the issuer to submit a chargeback.

Cardholder

The cardholder contacted the issuer claiming one of the following:

  • The cardholder notified the merchant to cancel the recurring transaction and the merchant
    continued to bill the cardholder.
  • The cardholder was not aware that the cardholder was agreeing to a recurring transaction.

Issuer

One of the following:

  1. The issuer listed the account in the Payment Cancellation Service (PCS) prior to the disputed
    transaction occurring.
  2. The issuer previously charged back a disputed recurring transaction with the same PAN and
    merchant
  3. The issuer previously notified the merchant or acquirer to cancel the recurring transaction prior to
    the disputed transaction occurring.

Dependencies

  • A cardholder letter, email, message, or completed Dispute Resolution Form describing the cardholder’s complaint in sufficient detail to enable all parties to understand the dispute.
  • For Issuer Condition 1, the date the account was listed in PCS is required.
  • For Issuer Condition 2, the date and ARN of the previous chargeback is required.
  • For Issuer Condition 3, an Issuer Certification Letter is required.

Proper Disclosure

Terms and conditions for recurring transactions must be clearly detailed to the cardholder. Recurring transaction terms and conditions must be separate and distinct from general terms and conditions of sale.
