The CardStatusWhenTransactionHappened was retired by Visa and, when passed in the chargeback submission call, caused it to fail.  The property has been removed.

Post this change all Card Secure dispute submitted after 4/16 that are in a Submit Dispute Service Failed status should be retried.  The Visa error message would be E-900000000 - Invalid request. Please correct and resend the request.
