Fix Resolve Accounting Plan Merge Issue

The accounting plan cannot see the last changes introduced in QPS-5323.  
  1. Accounting plan allows for tracking only.
  2. Tracking Only should be visible on an exported accounting plan.

Resolved an issue where optional configuration for accounting entries is available when onboarding new clients.

Enhancement User Assignment Routing With ClientInfo
  1. As a client, I should have the ability to configure the system to route the Investigation assignment to the user that created the case IF the case was created by a fulfillment user.
    1. This should be an checkbox option on Client Info on the Back Office tab in the "WorkBasket Routing Configuration" section 
  2. As a fulfillment user, if this option is enabled and if I submit a claim, when the dispute reaches the Investigation assignment, it should be in my worklist
  1. An option is available in Client Settings to route the Investigation assignment to the user that created the case IF the case was created by a fulfillment user.
  2. The option is only displayed and available when the investigation assignment is enabled
  3. When this option is enabled and a fulfillment user creates the claim, the Investigation assignment is assigned to the users worklist

Added an optional configuration to automatically assign the Investigation assignment to the user that created the claim when a claim is created by a fulfillment user.

Fix Next Regulatory Date Not Updated When Reg Z Withholding Satisfied

When Reg Z Withholding is satisfied, the Next Reg Date property should be updated to reflect the next unsatisfied regulation.  Currently, this only happens when Reg Z Withholding is satisfied by the agent.  If provisional credit is granted or the dispute is placed in dispute status elsewhere in the system, the update does not happen.

  1. When Reg Z Withholding is enabled and a user issues provisional credit on all disputes, the regulation is satisfied and the Next Reg Date property reflects the next unsatisfied regulatory date
  2. When Reg Z Withholding is enabled and a user places the dispute(s) in dispute status, the regulation is satisfied and the Next Reg Date property reflects the next unsatisfied regulatory date
  3. When Reg Z Withholding is enabled and the system places the dispute(s) in dispute status, the regulation is satisfied and the Next Reg Date property reflects the next unsatisfied regulatory date

Updated Reg Z Withholding to when Reg Z Withholding is satisfied the Next Reg Date property reflects the next unsatisfied regulation.
