When an inbound pre-arbitration is received in the Visa allocation flow, the issuer must respond within 30 days.  If RTSI is enabled, the Visa Execute Pre-Arbitration Response flow is executed to transmit the response via service.  If RTSI is not enabled, the Execute Pre-Arb Response assignment is generated and prompts the user to complete the action in an external system.  When the response is "Accept" or "Accept Partial" accounting is executed.  When the decision is "Decline", the dispute moves to the Pending Inbound Arbitration flow.
