When the Enrich Data Preconditions for enrichment is set to "Skip", and card number is not available but required this assignment is created for a user to enter the card number.

Provide Required Enrichment Data
The primary flow action prompts the user to enter the card number. Once completed the user can move forward and complete the assignment.
Skip Required Enrichment
The user can skip enrichment as needed as a other action.
