Account Closure Override

When enabled, this user override will allow internal users to request that the account be permanently closed when submitting a fraud card claim.  This will set an indicator property (ConfirmAccountClosure) which, when supported, can be passed to the system of record when completing the card block.

To enable, set .ShouldConfirmAccountClosure to true.
