Manual Email Assignment

When manual email is enabled, this assignment is generated in the Notifications step when email correspondence is generated by the system.

The assignment includes a preview of the email correspondence and a Download Email button which will download a .eml file that can be opened in the user's email client and transmitted.  The user is prompted to confirm that the communication has been transmitted.
