Tollgate processing currently is able to persist a dispute at invalid flow locations.  This seems to happen when an unrecoverable error occurs later in the flow, before the dispute is able to persist at a proper assignment shape.  This results in unworkable assignments being present, and halts all subsequent flow processing.
 

1. When tollgate resumes happen, the dispute should not be saved/persisted until after the resume has completed (there should be no in flow connector saves).
2. Dispute persistence should only happen when a valid assignment shape is reached.

Resolved an issue introduced with tollgates where assignments could become unworkable.
