Review New Attachment Assignment

Description	When a file is attached to an existing case by an external user in the Review New Attachment flow, this assignment is generated to prompt the user to review the information and take any appropriate actions on the case.
Details	There are two actions that will trigger this assignment. A new note has been added via the External Case Status widget. A new document has been added via the External Case Status widget.
