Manual Block and Reissue

When a card needs to be blocked and the Execute Account Maintenance Preconditions is configured for a manual environment, this flow is executed.  The flow determines what type of maintenance is needed (block, block and reissue, reissue) and generates the necessary assignments for a user to complete the necessary actions outside of the system.
