23.2 Visa Mandates
Overview
The QFD Version 23.04 release of QFD is compatible with mandate changes for 23.2. Mandate changes will take effect on or after October 14, 2023.

As a result of our analysis of Visa's documentation, the following changes have been implemented in QFD's mandates release.

 13.1: Merchandise / Services Not Received | On or after October 14, 2023, when a dispute involving Merchandise/Service not received is in regards to a merchant cancelling, the 15 day pend timeframe is calculated from the date the merchant cancelled. | QPS-9355 |
 12.6: Duplicate Processing / Paid by Other Means | On or after October 14, 2023, Reason code 12.6 Duplicate Processing will only be used for Duplicate Transaction, when the other charge was processed:
If the duplicate transaction does not match the same payment credential, transaction date, or transaction amount when pursuing recovery for 12.6 Duplicate Processing QFD will set the answer to the "What is wrong with the transaction?" is set to P (Paid by Other Means) | QPS-9354 |
Updated Validations | Multiple validations to Fraud Recovery Reasons have been removed. Chargebacks performed on or after 10/14/2023 will not perform the existing validations. | QPS-9353 |

Merchandise/Service Not Received - Questionnaire Changes | Added additional questions to the Merchandise/Service Not Received questionnaire to determine if the merchant cancelled the merchandise or service and the date the merchant cancelled merchandise or service. Visa Incorrect Amount | On or after October 14, 2023, when a dispute is initiated for incorrect amount on a Visa card the documentation requested screen should be displayed to the user and proof of the incorrect amount should be required to pursue a chargeback. | QPS-9198 |
