24.2 Visa Mandates

Overview

The QFD Patch release is compatible with mandate changes for 24.2. Mandate changes will take effect on or after October 19, 2024.

13.1 Not Received of Merchandise/Services Updates

Additional questions were added to the Non-Receipt of Merchandise/Service in regards to non-fiat currency/non-fungible tokens and if the merchant is in bankruptcy or liquidation.

Updated the cancellation method option Web form/Application" to "Application Name"

Additional questions have been added to the Not as Described/Defective merchandise questionnaire to determine the disposition of the merchandise.

Additional questions have been added to the Cancelled Merchandise questionnaire to determine the disposition of the merchandise.

11.3 Late Presentment Updates

Updated the late presentment verbiage in intake questionnaire to remove reference to charged more than 180 days after authorization. The option displayed to users for Late Presentment recovery now reads as

"I was charged a long time after the transaction occurred."

10.4: Other Fraud – Card-Absent Environment – Invalid Disputes

Effective for Disputes processed on or after 19 October 2024, Issuer will not be able to dispute a transaction on behalf of the cardholder if the transaction was due to the acquisition of non-fiat currency or the purchase of a non-fungible token (NFT), when the Cardholder participated in the Transaction but subsequently claims they were deceived into sending the non-fiat currency or NFT to a fraudulent recipient.

13.1: Merchandise/Services Not Received – Dispute Rights

New chargeback dependencies were added for transactions involving the acquisition of non-fiat currency or purchase of non-fungible tokens (NFT) when the Ramp Provider
or its Conversion Affiliate did not deliver the non-fiat currency or non-fungible token (NFT) to the destination wallet address supplied by the Cardholder at the time of the Transaction.

13.3 Merchandise/Service Quality

Added a 15 calendar chargeback delay when users are pursuing recovery for dispute category 13.3 Merchant Quality.

13.3 Not as Described or Defective - Quality Food

Updated the Quality of Food validation from dispute category 13.3 to only be applicable when the cardholder answers yes to the question "Is dispute related to the quality of food received from eating places or restaurants?"

Visa Authorization Error - New Questionnaire to collect Account Status

A new question is required to pursue recovery on Authorization Issue disputes to provide the status of the account. If not gathered during intake, users will be required to provide the Account Status when pursuing recovery

Visa Minimum Disputed Amounts on T&E

When disputing a T&E transactions, a validation for minimum disputed amount of $25 will be applied for the following recovery options: 11.1, 11.2, 11.3, 12.1, 12.2, 12.3, 12.4, 12.5, 12.6, 12.7, 13.1, 13.2, 13.4, 13.5, 13.6, 13.7.

Retired 12.1 Processing Error - Late Presentment Visa Mandates

Effective immediately, when disputing a transaction due to Late Presentment, QFD will utilize the Recovery Option 11.3 No Authorization/Late Presentment to pursue Recovery Rights. The option 12.1 processing Error Late Presentment is not longer valid.

Pre-Arbitration Reason Supporting Additional Documents

When pursuing PreArbitration for Dispute Category Condition 13.1, 13.2, 13.3, 13.7 a message is displayed to the user to indicate that if providing supporting evidence with the PreArbitration the Other category should be utilized.

New Dispute Response Details from Acquirer for Allocation Disputes

When a 13.1 or 13.3 dispute is declined by an acquirer and the dispute reason is due to Non-Fiat Currency/Non-Fungible Token, additional information should be visible to the user on the Recovery Action details.

New PreArb Details from Acquirer Response for Allocation Disputes

Additional Compelling Evidence categories have been added including Non-Fiat Currency/Non-Fungible Token and evidence that undisputed payments for the same merchandise/service. Additionally, a Compelling Evidence category verbiage was updated to cover evidence of non disputed OCT/transactions.
