Compatibility Investigation Skips on Auto Pay Regardless of Recovery

Investigation skips on auto pay regardless of recovery being pursued.
  1. When a client has in flow investigation the below happens..
    1. When a dispute is auto paid and pursue recovery is checked, investigation is not kicked off.
    2. When a dispute is auto paid and pursue recovery is not checked, investigation is not kicked off.
    3. When a dispute is not auto paid investigation is kicked off

Prior to this change investigation was kicked off when a claim was autopaid and recovery was pursued.  This was changed to not kick off investigation regardless of if recovery is being pursued.
