Validate Mastercard Connectivity

This is a subflow used throughout the Mastercard workflow to call and confirm Mastercard is available prior to system actions being performed.  When the system determines the Mastercom API is down it will route into the Pending MC Connectivity assignment.  The system will retry every 12 hours for 3 attempts to confirm the Mastercom API is available.  In the event the Mastercom API is down for 36 hours after the 3rd attempt it will be routed to the Failed to Connect With Mastercard assignment for a user to review.  The user will have the ability to retry from this assignment to re-check if the Mastercom API is available. (Note: Cancel action is restricted for developer use only.)
