When arbitration is pursued and RTSI is enabled, this flow is called from the Visa Execute Arbitration to create the arbitration case via the service. The Pend Case Filing Service Visa assignment is displayed in the Recovery step while the service call is completed. If the service call fails after multiple attempts, the Execute Arbitration Service Failed assignment is generated and prompts a user to complete the action or retry the service.
