Pending MC Connectivity

When the system could not determine the Mastercom API is available this assignment is created to pend and check for connectivity.

This is a pending assignment and is not intended to be worked by a user.

The only action available from this assignment is the ability to resume the connectivity check.  (Note:  If this action is taken 3 times it will move to the Failed to Connect With Mastercard assignment where the additional action of cancel is available.)
