Visa Liability Allocation

When a Fraud or Authorization dispute is initiated in Visa Dispute, the dispute enters the Visa Allocation flow.  This flow was implemented as part of the Visa Claims Resolution (VCR) initiative in April 2018 to reduce the number of steps involved. 

Visa reviews the dispute and assigns initial liability.  If RTSI is enabled, the decision will be automatically recorded.  In a manual environment, a user will be prompted to record Visa's liability response in the Process Dispute Assignment assignment.  

• If liability is assigned to the issuer, the issuer has the option to pursue an exception or accept liability.
  • If liability is accepted, the user is prompted to process liability and deny or write-off the dispute.
• If liability is assigned to the acquirer, the dispute moves to Visa Allocation Response.
