When arbitration is pursued in Pulse Pre-Arbitration Response Review, this flow is executed.  The Execute Arbitration Assignment assignment is displayed and prompts the user to complete the action in an external system.  This action is recorded in the Recovery Action History and the Pulse Arbitration Response flow is executed while a response is awaited.
