When pre-arbitration is pursued in Pulse Pre-Arbitration, this flow is executed while a response is awaited.  A user must record the response by completing the Pre Arbitration assignment.  If the pre-arbitration case is accepted, Pre-Arbitration Accounting is executed.  If the pre-arbitration case is not accepted, the Pulse Pre-Arbitration Response flow is executed.
