In the Visa Collaboration flow, when the acquirer declines or partially accepts the dispute and the issuer decides to pursue pre-arbitration in Visa Review Collaboration Response, this flow is executed.  The system will first check to see if RTSI is enabled.  If enabled, the system will create a pre-arbitration dispute in Visa Resolve Online (VROL) via RTSI.  If the service is not enabled, an Execute Pre-Arb Assignment assignment is generated that prompts a user to complete the action in VROL.  If the RTSI service responds with an indicator that new associated transactions available, the Associated Transaction Review flow is executed.  If not required, or once completed, the Pre-Arbitration Response flow is executed while a response is awaited.
