EMV Liability Shift Non Counterfeit Fraud 10.2
Conditions
An Issuer may initiate a dispute under dispute Condition 10.2: EMV Liability Shift Non-Counterfeit fraud for the following reason.
- The Transaction qualifies for the EMV liability shift and all of the following:
- Transaction was completed in a Card-Present Environment.
- Cardholder denies authorization of or participation in the Transaction.
- Card is a PIN-Preferring Chip Card.
- One of the following:
- Transaction did not take place at a Chip-Reading Device.
- A Chip-initiated Transaction took place at a Chip-Reading Device that was not EMV PIN-compliant.
- Transaction was Chip-initiated without online PIN and both:
- Transaction was authorized Online.
- Acquirer did not transmit the full-chip data to Visa in the authorization request.
Time Limit
120 calendar days from the Transaction Processing Date
Dependencies
- Fraud Report using fraud type code 0 (Lost), 1 (Stolen), or 2 (Card not received as issued [NRI]).
- Certification that the Card was a PIN-Preferring Chip Card (NOTE: This can be set automatically when provided in Client Settings.)
- Certification that the Cardholder denies authorization of or participation in the Transaction
