EMV Liability Shift Counterfeit Fraud 10.1
Conditions
An Issuer may initiate a dispute under dispute condition 10.1: EMV Liability Shift Counterfeit Fraud for the following reason:
- The transaction qualifies for the EMV liability shift and all of the following:
- Transaction was completed with a Counterfeit Card in a Card-Present
Environment. - Cardholder denies authorization of or participation in the Transaction.
- Card is a Chip Card.
- Either:
- Transaction did not take place at a Chip-Reading Device (terminal entry
capability code was not 5). - Transaction was Chip-initiated and, if the Transaction was authorized
Online, the Acquirer did not transmit the Full-Chip Data to Visa in the
Authorization Request.
- Transaction did not take place at a Chip-Reading Device (terminal entry
- Transaction was completed with a Counterfeit Card in a Card-Present
Time Limit
120 calendar days from the Transaction Processing Date
DependenciesÂ
- Fraud report using fraud type code 4 (issuer-reported counterfeit).
- Certification that the Cardholder denies authorization of or participation in the Transaction.
- For key-entered Transactions ((<EntryMode>='00' or <EntryMode>='01' or <EntryMode>=Null) or <AuthNotAvailableInATRInd>=true), certification that the Card is a Chip Card.
