Fraud Chip Card and PIN Transaction

Conditions

All of the following:

  • The Cardholder alleges fraud to the Issuer relating to a Card Present Chip Card Transaction involving a Card Account on which a PIN-preferring Contact Chip Payment Device was issued.
  • The Card was reported as lost or stolen at the time of the sale.
  • The Card Transaction was conducted at a POS Device that does not support Chip Card Transactions with PIN-preferring Contact Chip Payment Devices.

May be used to initiate a Chargeback when the Contact Chip Payment Device prefers PIN entry and a PIN is not entered in the Authorization Request because the POS Device completed the Card Transaction without PIN entry.  This is an immediate Chargeback. Supporting documentation is not required. A TRR is not required, but the Issuer may initiate a TRR, then convert it to a Chargeback.

Following are examples of applicable scenarios:

  • Card Present Card Transaction in the U.S., Canada or Mexico conducted with a PIN-supporting Contact Chip Payment Device at a Chip Card Terminal that does not support PIN entry where such Contact Chip Payment Device was reported as lost or stolen at the time of the Chip Card Transaction.

This recovery option is NOT valid if any of the following conditions are present:

  • A Chip Card Transaction was completed with PIN entry on a Chip Card Terminal.
  • A fallback Transaction was properly identified in the Authorization Request.
  • The Card Transaction was not a Card Not Present Card Transaction.
  • Track Data in the Authorization Request indicated that the Card sale was not conducted with a Contact Chip Payment Device as required by the PULSE ISO 8583 (1987) Specifications Manual.


Timing

An Issuer or Issuer Processor may initiate a Chargeback within the following timelines as applicable:

  • If a Transaction Retrieval Request (TRR) is submitted, a Chargeback must be initiated between 60 calendar days of the TRR initiation date and 30 calendar days of the close date of such TRR.
  • If there is no TRR, the Chargeback must be initiated within 120 calendar days of the Processing date of the Card Transaction.
