Request for Support Not Fulfilled (4516)
Chargeback Reason
Either of the following:
- The Issuer raised a Retrieval Request Notification (1642) message and the Acquirer did not provide Fulfillment Notification within thirty (30) days from the Network Processing Date of the Retrieval Request notification, or
- The Issuer raised a Retrieval Request message and the Acquirer provided Fulfillment Notification indicating not fulfilling.
Description
Issuer may charge back a Transaction using this ISO Code under one (1) of the following circumstances:
- The Acquirer has failed to provide the Issuer with a Fulfillment Notification within required timeframe, or
- The Acquirer notified the Issuer in the Fulfillment Notification that the required Documentation will not be forthcoming.
Conditions
The following conditions exist for Chargebacks processed under this ISO Code:
- Cardmember must dispute the Charge, and
- Issuer must wait the required timeframe for the Fulfillment Notification before filing the Chargeback unless the Acquirer has sent a Fulfillment Notification stating Not Fulfilling in which case the Chargeback may be filed upon receipt of this notification.
Timeframes
- 120 days from the Network Processing Date of the Presentment
