For Cancelled/Recurring, the fields ContactMethodMerchantCallCenterInd and ContactMethodMerchantSMSInd are being added to the Visa Chargeback request before new Mandates cycle has started. 

1. Visa Chargeback fields required for post Mandates cycle are not sent before the cycle starts.
2. Prior to Visa 23.1 Mandates - 23.1 Fields are not displayed or required to pursue chargeback.
3. Post Visa 23.1 Mandates - 23.1 dependencies are displayed to the user and required to pursue chargeback
   1. If a dependency is not met the error message should be specific to that field:
      1. If Contact Method is blank the following error should appear:
         1. Error: Contact method cannot be blank:  Please select a contact method with the merchant.

Resolves a issue where QFD was passing new Visa fields prior to the expected date.
