As a system, when a claim denied claim that previously had PC issued is reopened and PC is replied, the date in the PC letter should show the most recently issued PC date. 

1. When a claim was denied with PC and PC was reverse, and the claim is reopened and PC is issued, the date in the PC letter reflects the newly issued PC.
2. When a claim was denied with PC and PC was reversed and the claim is reopened and PC is not reissued through the reopen request, but later sent through the Other Actions menu, the date in the letter reflects the new PC date.

Resolved an issue where when provisional credit was granted on a claim and later denied and a re-open request was submitted and accepted and the user issued provisional credit the date in the letter indicated the previous provisional credit date and not the newly issued provisional credit. This fix ensures that when a claim is denied and provisional credit is provided with a re-open request the date in the letter reflects the new provisional credit date.
